Shri Naveen Kumar
Shri Naveen Kumar, an Electrical Engineer, MBA (Finance) and LL.B.has got diversified experience of more than 37 years’ experience working in power sector majors like BHEL, NTPC and Power Finance Corporation Ltd (PFC). Prior to joining PFS in Sep 2017 as Director (Operations & COO), he was working as an Executive Director (Projects) in PFC, where the responsibilities discharged by him at various positions included formulation of bankable project proposals/DPRs, Techno-commercial appraisal and loan sanction for more than 400 infrastructure projects, project financing/consortium lending to private power projects, setting up of UMPPs. He also worked in BHEL and NTPC before joining PFC and acquired rich field experience for erection/construction of 110 MW, 500 MW maintenance/troubleshooting of thermal projects ranging from 30 MW to 500 MW & various hydroelectric power plants. As the Chairman of Loan Proposals Screening Committee for IPP projects in PFC, he handled power projects with installed capacity of about 107,000 MW (estimated cost of more than Rs 6.5 lac crore) in 105 meetings.
The various categories of projects formulated, appraised, funded and monitored by him included Renewable Energy Projects viz. Solar, Wind, Small hydro, Bio-mass; Thermal coal based from 30 MW to 800 MW; Thermal gas based combined cycle (up to 1500 MW); Hydro-electric projects of various sizes; Transmission (33 KV to 765 KV); Distribution, System up gradation; R&M and Life Extension projects, Ports; etc
As the head of the Consortium Lending Unit in PFC, he managed the various project financing activities from receipt of loan proposals till the currency of the loans. As the regional unit head in PFC, he managed the operations in Western and Eastern & north Eastern Regions as well as the work pertaining to revival of the stressed assets (NPAs) as per RBI guidelines. As a head of the Project Monitoring unit, he managed the work for physical and financial progress monitoring for about 250 nos power projects with loan assets over Rs 90,000crs.
He spearheaded establishment of Mundra Ultra Mega Power Project 5x800 MW (4000 MW) in Kutch, Gujarat) as the Director In-charge of concerned SPV (Coastal Gujarat Power Ltd). As a member of the Joint Monitoring Committee constituted by GoI he was associated with the construction monitoring activities for UMPP.
He formulated Accelerated Generation & Supply Program (AG&SP), launched by GoI which helped in expediting implementation of languishing power projects during 9th and 10th Plans and was also associated with preparation of the PAT scheme-(An initiative under NMEEE programs of Govt of India).
As a member of the Study Team constituted by Govt of India, visited Japan (Mitsubishi, Toshiba), Germany (Alstom, Siemens), and USA (Alstom) in 2005 for review/selection of technology/size for next generation thermal units in India. He formulated R&M and Life Extension programs/project schemes during 8th to 10th FYP in association with CEA.
Under the aegis of MoP, GoI, he made an assessment of power demand in the country by 2021-22 in the various segments of Indian Industry sector and presented the same to MoP, GoI in April 2017.
He has contributed articles/made presentations/participated as a panellist in various conferences/seminars/journals etc and was given an award by Secretary (Power), GoI for the article in Vidyut Bharati of CEA.
